sorry for noob question but really can't understand how to input these commands.

"sudo fdisk -l " this command is clear but example following line how to input:
"Command (m for help): n // and enter "

I think by: "param root=/dev/mmcblk0p1 rootwait" you meant: "param root=/dev/mmcblk1p1 rootwait"?

Should we install WinCE before doing it? If I understand, you are on smartq v.4 OS, you put android on a ext3 partition, mer on another ext3 partition, you create the boot folder on the Fat32 partition, but don't put WinCE on it...

no , it must be param root=/dev/mmcblk0p1 rootwait ,as it is internal os
yes, because someone said it will destory the sd card (format it automaticlly)

I'm hung up on the "extract rootfs.tar.gz from image" in step 3

when I downloaded the Mer and Android ROM's, they came as files that lacked any sort of usable extension (SmartQ5 and mer-armel-smartq5-image-v0.15.SmartQ5), and I was hoping somebody could tell me how I can mount these image files to extract the files needed inside

you can use extract tool , search it in my blog

you need extract to partition named "disk" or "disk1" , it depends on how you divided partitions
